Employment of foreign specialists, extension of special permits. Obtaining permission to attract foreign labor.

Required documents for a foreign specialist:

A copy of the passport with a migration card (or, in the absence of this, another document of the established form that replaces it and is intended for traveling abroad).
Documents proving relevant education, as well as documents confirming at least 5 years of relevant experience (for highly qualified specialists).

Userful to know

If the employer has not obtained a special permit for the employment of a foreign citizen or has not met other legal requirements when hiring a foreign national, they may be held administratively liable (with a fine of up to 50 basic units, according to part 7 of article 24.35 of the Administrative Code).

While a vacancy that involves the employment of a foreigner is listed in the automated information system "General Republican Vacancy Bank," the employer must not reject more than twice the applications of citizens of the Republic of Belarus, foreign nationals, or stateless persons permanently residing in the Republic of Belarus, who possess the necessary qualifications and are referred for employment by the Department (Office) of Labor, Employment, and Social Protection of the municipal or district executive committee, or the Committee for Labor, Employment, and Social Protection of the Minsk City Executive Committee (paragraph 4, point 10 of Instruction No. 30).

On July 15, 2016, the rules for issuing special permits for foreign nationals to engage in employment in Belarus were amended. These changes are provided for by the Law of the Republic of Belarus dated January 5, 2016, No. 353-Z, as well as the Resolution of the Council of Ministers dated May 23, 2016, No. 406.
